Who Is Required to Have This License?
This license is required for any natural person who for compensation or gain, or in expectation of compensation or gain, either directly or indirectly takes a residential mortgage loan application or offers or negotiates terms of a residential mortgage loan. Residential mortgage loans include both first and second mortgage loans on New Jersey property. The New Jersey Department of Banking and Insurance issues paper licenses for this license type directly to the sponsoring employer.

Step 1
Company Sponsorship: A sponsorship request must be submitted by your employer. NJ will review and accept or reject the sponsorship request. Make note in the State of New Jersey you cannot be a contracted employee unless you fall under the exemptions as stated under N.J.A.C. 3:15-2.1(d); your work classification must be a W2 employee.Submitted via: NMLS

NOTE: That New Jersey considers a reasonable commuting distance to be 2.5 hours of the assigned licensed location. Therefore, the address in the Employment history must reflect the licensed branch address that is located within 2.5 hours.Submitted via: N/A
Step 3
Credit Report Explanations (if applicable): Submit a line by line, detailed letter of explanation of all derogatory credit accounts along with proof of payoffs, payment arrangements and evidence of payments made, or evidence of any formal dispute filed (documents must be dated). Accounts to address include, but are not limited to: collections items, charge offs, accounts currently past due, accounts with serious delinquencies in the last 3 years, repossessions, loan modifications, etc. Note: Items regarding bankruptcy, foreclosure actions, outstanding judgments or liens, or delinquent child support payments should be addressed in the Disclosure Explanations section of your Individual Form (MU4). Legal Name/Status Documentation (if applicable): Upload legal documentation of legal name or legal status. This may be certified copies of divorce decree, marriage certificate, copy of driver’s license, passports, etc. This document should be named [Document Name] (Ex. State Criminal History Background Check: The completion of a NJ State Police criminal history record check with IDENTOGO IS REQIRED. You may schedule an appointment to have an electronic fingerprint scan at uenroll.identogo.com using Service Code 2F1FFG and Contributor Case Number BKRMLA. If electronic fingerprinting through Identogo is not available in your area, please email blicbc@dobi.nj.gov for fingerprint cards. PLEASE NOTE this is in addition to the FBI Criminal Background Check authorized through the NMLS. General information
Who does not need this license?
• An individual who is licensed as a New Jersey Qualified Individual Licensee.
• An individual engaged solely as a loan processor or underwriter performing clerical or support duties as an employee, at the direction of and subject to the supervision of a New Jersey licensed Residential Mortgage Lender, Correspondent Residential Mortgage Lender or Residential Mortgage Broker or a person exempt from licensure under New Jersey law.
• An individual engaged solely in extensions of credit relating to timeshare plans, as defined in section 101(53D) of title 11, United States Code (11 U.S.C. s.101(53D)).
• A registered mortgage loan originator who is registered under the federal “Secure and Fair Enforcement Licensing Act of 2008,” title V of Pub.L.110-289 (12 U.S.C. s.5101 et. seq.).
• A licensed attorney who negotiates terms of a residential mortgage loan on behalf of a client as an ancillary matter to the attorney’s representation of a client, unless the attorney is compensated by a residential mortgage lender or residential mortgage broker
• A person licensed as a NJ real estate broker or salesperson and not engaged in the business of a residential mortgage lender or residential mortgage broker
• Any individual who offers or negotiates terms of a residential mortgage loan: (1) with or behalf of an immediate family member; or (2) secured by a dwelling that served as the individual’s residence
Pre-licensure Education: Prior to submission of the application, complete 20 hours of NMLS-approved pre-licensure education (PE) courses which must include 4 hours of New Jersey content.
Testing: Must satisfy one of the following three conditions:
• Passing results on both the National and New Jersey State components of the SAFE Test or
• Passing score on both the National and Stand-alone UST components of the SAFE Test, or
• Passing score on the National Test Component with Uniform State Content – NMLS must indicate you are compliant with this requirement.
