Why this matters.
The regulatory feed tells you what landed. Horizon tells you what is about to. A rule published today might not take effect for eighteen months — but that implementation window starts now, not when the effective date appears on a calendar reminder. A bill that passed the Senate is three steps closer to being law than one that was introduced last week. Those distinctions matter for planning, and they get lost in a chronological feed sorted by publication date.
Horizon separates forward-looking signals from enacted ones and sorts them by urgency: comment windows by closing date, effective dates by how soon they arrive, bills by how close they are to enactment. No fabricated adoption probabilities — just the honest legislative stage.

How we do it.
Comment-window extraction
Comment periods are pulled from the federal proposed-rule dockets on Regulations.gov at ingest and matched back to the corresponding rule. The closing date is parsed and stored so Horizon can sort and filter by time remaining.
Future-effective-date tracking
Rules with a published effective date in the future are tagged at ingest. Horizon collects them in a separate view sorted by how soon they arrive, so compliance teams can sequence implementation work.
Bill lifecycle staging
Pending bills are ingested from federal and state legislative feeds. Each bill receives a lifecycle badge derived from its actual status in the legislative record — Introduced, In committee, Passed one chamber, or Enrolled. No probability model.
