New York has a high-cost home loan law with thresholds that differ from federal HOEPA. For first-lien mortgage on principal dwelling, high-cost if APR exceeds yield on comparable-maturity U.S. Treasury securities by more than 8 percentage points (9 for junior liens), or if points and fees exceed defined thresholds. Additionally, no financing of points and fees exceeding 3% of loan principal. Covered loans are subject to restrictions under § 6-l.
