AN ACT relating to gaming.

Summary

If enacted, this bill would comprehensively regulate fantasy contest operators, fixed-odds wagering on horse racing, and charitable gaming in Kentucky. It would require licensing, impose a 15% excise tax on fixed-odds wagering revenue, mandate geolocation and anti-fraud measures, raise the minimum age for sports wagering and charitable gaming to 21, and increase various licensing fees. The bill also creates a self-exclusion list and requires operators to provide gambling problem assistance resources.
