AN ACT relating to local public agency transactions.

Summary

If enacted, this bill would revise Kentucky's local public procurement laws to replace the "lowest evaluated bid" standard with a "best value" standard, eliminate reciprocal preferences for resident bidders, increase the small purchase threshold to $60,000 with indexation, and allow cooperative purchasing based on pricing methods established by the Commonwealth. It would also amend property disposition rules and exclude law enforcement vehicles from certain procurement requirements.
