Fair Housing and Housing Discrimination - Regulations, Intent, and Discriminatory Effect
January 28, 2026
Summary
If enacted, this bill would authorize the Maryland Department of Housing and Community Development to adopt regulations to affirmatively further fair housing. It would clarify that discriminatory housing practices may be committed without intent and prohibit actions with a discriminatory effect, while allowing conduct necessary to achieve nondiscriminatory interests.
