Nonquantitative treatment limitations.
February 17, 2026
Summary
If enacted, this bill would require health insurers and health plans to comply with federal mental health parity requirements regarding nonquantitative treatment limitations (NQTLs), ensuring that any NQTLs applied to mental health or substance use disorder benefits are no more restrictive than those applied to medical/surgical benefits. It would add Section 1374.77 to the Health and Safety Code and Section 10144.43 to the Insurance Code to codify state enforcement of these parity standards.
