INSERT RD INS 4280-B (WSAL)

RURAL ENERGY FOR AMERICA PROGRAM. This Instruction is revised due to the publication of a Final Rule dated July 10, 2025 and entitled “Removal of Unconstitutional Preferences Based on Race and Sex in Response to Court Ruling.”

Section 4280.121:

• Removing ‘‘; or’’ at the end of paragraph (h)(3)(i) and adding a period in its place; and
• Removing and reserving paragraph (h)(3)(ii).

INSERT RD INS 5001 (WSAL)

GUARANTEE LOAN. This Instruction is revised due to the publication of a Final Rule dated July 10, 2025 and entitled “Removal of Unconstitutional Preferences Based on Race and Sex in Response to Court Ruling.”

Section 5001.319(g)(3) is revised as follows:

• The borrower is a veteran or veterans own 20 percent or more in interest in the borrower. In order to receive points, the borrower must sign a certification in its application to indicate that the borrower has veteran status.

FORM REPLACEMENT RD *

The following Forms/FMIs are revised to remove references to “State Office and State Director” and replace with appropriate reference. The Form and FMI can be located on the eForms website eForms Home (usda.gov).
