FORM REPLACEMENT
RD 4280-2 (WSAL) RURAL BUSINESS-COOPERATIVE SERVICE FINANCIAL ASSISTANCE AGREEMENT dated 04-26. Prescribed in RD Instruction 4280-B. The Form and FMI are revised as follows:
To updates agency terminology, replaces legacy identifiers such as “DUNS” with the “UEI,” modernizes the layout of award information fields, and streamlines requirements.
Section I has been reorganized to improve clarity and consistency, and Section II contains limited wording adjustments to payment, documentation, and reporting references while preserving the substantive responsibilities of recipients.
The agreement now directs recipients to the USDA General Terms and Conditions effective December 31, 2025, which provide the authoritative administrative and compliance framework and rationalize applicable provisions. Program Addendums continue to be required and must be identified using the designated drop-down selections on both the first and final pages of the form.
